We cannot impose language bar like Chhattisgarhi since there are several languages in Jharkhand like Angika, Magahi, Bhojpuri etc.

Study trips for the Government-appointed committee of legislators and official of the Department of Personnel and Training are not coming to an end. After visiting three days to get a feel of the recruitment policies to neighbouring Chhattisgarh and Madhya Pradesh, the panel feels there is something more to explore.

A member of the committee after returning from the Raipur and Bhopal said that some other identical states may also be toured before coming to any final conclusion.

“We went to Chhattisgarh and Madhya Pradesh because these States are similar to Jharkhand and have some identical issues. There are other states as well such as Uttarakhand and Odisha. Uttarakhand was in fact formed along with Jharkhand. It is being thought to visit there as well and study the provisions made for locals. The panel wants to ensure that no stone is left unturned before recommending to the Government,” said the legislator.

The panel had earlier studied provisions in place in different states, including Uttarakhand and Odisha. On their three-day trip to the two states, the members studied in details about the domicile policy there, nature of the job advertisements published and ways adopted to maximize entry of locals into the class III and IV jobs.

“The visit has been fruitful and we have been able to get a feel of the policies there. We have studied rules for recruitments over there. Now, it is being discussed how the provisions can be replicated here for greater benefits of the locals in Jharkhand,” he added.

Another member of the panel was of the view that reserving cent per cent posts of the two classes of the job for locals would not be legally tenable. “There are problems involved. We cannot impose language bar like Chhattisgarhi since there are several languages in Jharkhand like Angika, Magahi, Bhojpuri etc. Constitution does not allow reserving complete jobs for locals without parliamentary intervention which is a long and indefinite process. Instead, the panel has to reach at a common ground and formulate some clauses which can pave way for more number of locals into Government jobs,” he said.

It is learnt that some options are also on the platter such as keeping a condition to pass +2 from Jharkhand which would be suggested to the Government in a due process. The panel headed by Land Revenue Minister Amar Kumar Bauri and members in the form of Radha Krishna Kishore, Satyendra Nath Tiwari, Amit Mandal, Raj Sinha and new entrant Ram Kumar Pahan along with the Personnel Department Secretary had visited Raipur and Bhopal from February 21 to February 23.
